The Kingdom of Saudi Arabia Combats Electronic Crimes

When the said law was intensified in the kingdom - question emerged and had become the subject for discussion on some forum groups in the Internet like "Is the said newly approved law does not violate any of domestic, national and international Human Rights for both Saudi nationals in the Kingdom or Saudi citizens living outside the Kingdom and Foreigners alike?"

Shoura Council Approved The Law

In Saudi Arabia, the (SC) Shoura Council approved the law to combat electronic crimes and submitted it to Telecommunication and Information Technology Commission. And it is now the job of the TITC to detect violators and if found guilty they are subject for prison sentence and fines.

E-Crimes Highlighted

The highlights of the approved law are the penalties and fines that violators will be subject. And the said penalties and fines will apply for the specific crime committed:

  • To unauthorized persons who gain access to electronic networks, to hackers who hack into websites and change their contents or inflict, damage to their contents, to those who misuse technology and use the Internet to defame other or cause them harm.

  • To any person who is found in unauthorized possession of electronic documents or property documents.

  • To any person who gains unauthorized entry to a public network, to hackers or persons who install viruses that cause the stoppage of Internet usage or damage its facilities, to persons who install software that forbids users from accessing the Internet in any way will also receive the same punishment and fine.
  • To anyone who constructs a website or creates a program that violates the general law of Saudi Arabia, Islamic Values or Public Ethics, to those who create Internet websites that advocate Vice and Immorality, to those who create websites that defame humanity as well as those who construct websites that contain pornographic materials and to those who create websites that advocate Drug usage.

  • To any person who constructs a website that supports terrorist activities or who advocates how to make explosives as well as persons who use the Internet to establish means of Communication between Terrorist cells and to any person who hacks into government networks and steals information related to National security.

Penalties and Fines

Those who're found guilty would be penalized for the specific crime committed such as:

  • A prison sentence of (1) year and a fine of .5 million Saudi Riyals.

  • A prison sentence of (3) years and a fine of 2 million Saudi Riyals.

  • A prison sentence of (4) years and a fine of 3 million Saudi Riyals.

  • A prison sentence of (5) years and a fine of 5 million Saudi Riyals.

  • A maximum prison sentence of (10) years and a fine of 5 million Saudi Riyals.

And for those associates of those found guilty would receive half the punishment prescribed for the specific crime.

The Law Protects Human Rights

Right dude Prasul - here in KSA, the wikipedia site is sometimes blocked. Last March 2011, about eight days I cannot access to triond by using a desktop computer, laptop and netcafe computers - it was also blocked.
